That said, you can recruit all of your dwarves into squads with no training facilities (just don't assign a barracks or schedule) but with orders to carry food and drink and they should (eventually) pick up and stock them.

It will give you a notice in announcements, and at the bottom of the screen, but usually it disappears quick from there. Make sure when you embark that there are no blue bars next to the rock layers listed.
